New $40M Headquarters In 2005, the EDC announced the retention of 1,000 jobs in Cape Canaveral due to the retainment of the Naval Ordnance Test Unit (NOTU), the local Navy organization which is responsible for local Fleet Ballistic Missile (FBM) Program operations. In 2017, Lockheed Martin relocated its FBM Headquarters to Titusville, Florida. The $40 million dollar capital investment resulted in 350 new jobs.
